ulong jacobi_one_prime(ulong p, ulong e, ulong pe, ulong cond)source

Returns the local factor at $p$ (with $p^e \| q$ and pe $= p^e$ ) of the Jacobi sum $J_q(1, \chi)$ for a character of conductor cond. The value is a signed integer cast to ulong.
