Chooses the parameters $N$ (number of terms summed directly) and $M$ (number of Bernoulli terms) of the Euler–Maclaurin formula for the length- $d$ series of $\zeta(s, a)$ , aiming at an error of about $2^{-\mathit{target}}$ times an estimate $|a^{-s}|$ of the magnitude (absolute error $2^{-\mathit{target}}$ for $a = 1$ ), and sets bound to the corresponding error bound.
