`fq_mat_rref`

slong fq_mat_rref(fq_mat_t B, const fq_mat_t A, const fq_ctx_t ctx)

Sets $B$ to the reduced row echelon form of $A$ and returns the rank of $A$ . The form is computed from an LU decomposition. $B$ may be aliased with $A$ . If $A$ is zero, $B$ is set to zero and 0 is returned.
